The Chamber of Deputies of Chile, the Ministry of Science, Technology, Knowledge and Innovation of Chile and the Parliamentary Track of the United Nations Internet Governance Forum (IGF) are co-organizing the Parliamentary Summit: Artificial Intelligence Agenda from the Southern Cone, to be held in Santiago de Chile, Chile, 6 November 2024, alongside the 17th edition of the Latin America and the Caribbean IGF.
As AI technologies are evolving rapidly, governments in Latin America are leading initiatives to regulate AI in ways that encourage innovation while ensuring the protection of fundamental rights. The Summit will gather parliamentarians and government officials to address the ethical, legal, and regulatory challenges surrounding artificial intelligence (AI) in the Southern Cone.
The key topics that will be discussed at the Summit are as follows:
- Ethical and Human Rights Implications of AI
Legislative initiatives will be examined to ensure the ethical deployment of AI and the protection of societal values. Discussions will cover frameworks for accountability, transparency, data protection, and fostering responsible innovation. The goal is to encourage a cohesive regulatory approach that aligns with international standards while respecting regional particularities.
- Public and Private Sector Capacities for AI Governance
A discussion on the readiness of both the public and private sectors to manage the AI revolution. Parliamentarians and government representatives will assess how public policy can support innovation while addressing risks such as job displacement and socio-economic inequality.
- Projections for AI Legislation: Future Directions
Parliamentarians will present the foundational ideas and contents of current legislative projects on AI regulation in their own countries. They will share projections on the future of AI legislation, addressing potential challenges, economic impacts, and the importance of regional cooperation in developing a harmonized AI governance framework.

Participation and Registration
The Summit is open to parliamentarians, government representatives, legal experts, and stakeholders from both the public and private sectors. It will offer a platform to discuss in-depth AI legislative initiatives and promote collaboration across the region.

Outcomes
The outcomes will inform ongoing parliamentary debates on AI regulation and provide strategic insights to shape future legislation. These outputs will be presented at the annual IGF in Riyadh, Kingdom of Saudi Arabia from 15 to 19 December 2024.
