A. Would trust in digital technology in independent from political and actual socio-economic disparities in a society be sufficient for peace achievement and enhancing development? B. What type of State Aid laws and Liability laws in digital transformation affect the success of peace and development enhancements? C. The ethics of using AI in digital services and online settings guarantee peace enhancements? In what way it may not be possible?
What will participants gain from attending this session? The participants will gain direct knowledge and recommendations regarding the following: (1) Ability to define areas of concordance and discord that may develop between stakeholders in partnerships and the role of digital technology in managing such partnership relations. (2) The impact of high technologies such as AI, smart analytics, etc. in the process of modeling, negotiations, and cross-border partnerships (3) The role of digital contribution level and success to regional development, and hence regional inclusion, addressing not gaps between communities only, but between countries as well. (4) Finally, a close discussion of the modalities of applying new technologies (such as big data, AI, and smart analytics leads to identifying the best ways to succeed, and avoiding “side effects” of such technologies for participating societies.
Description:
In this presence of developing technologies and extending digital access over borders of geographical or ethnic borders, the impact of digital transformation could be very high in some cases in promoting peaceful life, understanding, and common development growth. However, some shortcomings and risks could threaten such growth and hence pose threats to Peace and Development. There are certain limitations and restrictions on the process of Enhancing the digital contribution to peace, development, and sustainability. These extend from technical, to resource mobilization, with a special focus on legislation, regulatory frameworks adopted, and government relations. This session aims to focus on such limitations and restrictions and discuss potential effective methods to mitigate such risks. Cross-sectorial strategies and policies which may look counterproductive to each other, could be with the proper approach, become complementing positively.
A. A policy brief that will summarize the ideas exchanged in this workshop B. Initiate research in this relatively rarely addressed from a non-technical point of view, leading to a publication. C. A draft for a declaration that can be suggested to the organizing committee of IGF 2024 to endorse, calling for proper adoption of methods of using digital technology for peace negotiations and cross-border harmonization of development and socioeconomic partnerships.
Hybrid Format: We plan to have half an hour of onsite discussion, then half an hour of online intervention then half an hour of discussions and participants' involvement.
