Denis Polanco, Maria del Carmen


María del Carmen Denis Polanco has a master's degree in information technology management by the Monterrey Institute of Technology and Higher Education, as well as a specialization in technology management and a BSc in computer science, both by the Autonomous University of Yucatán (UADY). She completed the Internet Governance Diploma at San Andres University (UdeSA) CETyS, and an executive program in corporate governance by Deloitte, the Anahuac University, and Escuela Bolsa Mexicana.

Carmen Denis is director of Internet Exchange Services Yucatán, an IXP in southeast Mexico. She is currently serving as an independent member of the Administrative Council of the Telecommunications Investment Promotion Agency (PROMTEL), a member of the board at LACNIC and LAC-IX, a member of the Advisory Committee of the Internet Governance Diploma (DiGI) by the UdeSA CETyS, and a member of the Internet Governance Forum (IGF) Multistakeholder Advisory Group (MAG).

She has 28 years of experience working with network interconnection technologies, IT management, IT infrastructure, and the Internet.  She ventured into the world of the Internet in 1994 while an intern at the university network of the Autonomous University of Yucatán (UADY), where she worked until April 2019. At UADY, she was head of IT infrastructure and telematic services, head of the institutional project for the improvement of connectivity and the Internet at UADY university campuses, and coordinated the projects for the transition to IPv6 and MANRS.

Today, she is an emeritus member of ANUIES-TIC, where, as coordinator of the Commission for Collaboration in the Internet Ecosystem and Internet Development in Higher Education Institutions (CEDIIES), she actively cooperates in the dissemination of topics and technologies for Internet development such as IPv6, IXPs, RPKI, RIPE Atlas Internet measurements, MANRS, DNSSEC, and Internet Governance in collaboration with Mexican and Latin American organizations such as the Internet Society, the Internet Corporation for Assigned Names and Numbers (ICANN), the Regional Internet Registry for Latin America and the Caribbean (LACNIC), NIC Mexico (NICMX), the Latin American and Caribbean Network Operators Group (LACNOG), the Mexican Network Operators Group (MEXNOG), the National Association of Universities and Higher Education Institutions (ANUIES), the National Association of Wireless Internet Providers of Mexico (WISP MX), and the National Chamber of the Telecommunications and Information Technology Electronics Industry, Southeast Region (CANIETI Sureste). She has participated as a speaker and panelist at LACNIC, LACNOG, and Internet Society events. She has served as LACNIC Fellows coordinator at in-person events. In 2019, she was selected as one of the winners of the FRIDA Program as part of the management team of the Center for Women in Technology (CMT). In 2020, she participated in the MANRS Fellowship program. She is currently RIPE Atlas ambassador for the deployment of probes in Mexico, instructor for the ISOC Learning platform, and coordinator of the IXSY Fellows Program which trains talents who will contribute to building capacities for the development of the Internet ecosystem in Yucatán.
