Data Trust Coalition: Addressing DNS Abuse beyond Definitions

On June 20th, the IGF Dynamic Coalition on Data and Trust (DC-DT) hosted a workshop at EuroDIG entitled "DNS Abuse – the consequences of definitions". Under the moderation of Oxford Information Labs and with participants from the European Commission, DNS Abuse Institute, CENTR, EURid and the Oxford Internet Institute, the session problematized how attempting to arrive at consensus on a definition of DNS Abuse has been challenging. To transcend this deadlock, the session covered the importance of focusing on intent and evidence to effectively address harms, highlighting in particular the importance of differentiating between malicious and compromised domains. Such approaches also enable a better understanding of where across the stack abuse is taking place and what stakeholders are best positioned to address abuse. While DNS Abuse definitions matter, participants discussed how the lack of consensus has not prevented industry from taking action. Involvement on content-related issues –while not the core business of operators– is an area where stakeholders such as the European Commission believe increased Industry-wide collaboration is required. The session concluded with participants exchanging good practices and discussing concrete actions in the domain name industry.
